We are less than two weeks into hurricane season and already the Red Cross is facing the largest combined relief effort since last fall’s California wildfires. We are handling 11 major relief operations and the biggest flooding operation in 15 years. The current relief operations follow two extremely busy months for the Red Cross, with 27 disaster operations in April and May alone. 2008 is on track to break the U.S. record for the number of twisters in a year, according to the National Weather Service. Our disaster Relief Fund however is depleted. Red Cross has no more funds to continue our disaster relief operations estimated to cost upwards to $15 million to help these victims.

The American Red Cross is Responding

The American Red Cross and its partner organizations have opened 74 shelters with more than 7,000 overnight stays. The Red Cross has served more than 260,000 meals and snacks. 44 emergency response vehicles and 1,500 Red Cross workers are on site in Indiana, Iowa, Kansas, Nebraska, Wisconsin and West Virginia. First aid and mental health staff are on site to provide counseling and support. Red Cross workers have distributed thousands of clean up supplies, including mops, brooms, work gloves and other items. Additional emergency response vehicles and volunteers are on en route. Through the “Safe and Well” Web site, the Red Cross provides an easy way to assist people in locating loved ones who evacuate their homes or communities.

This video features the simulation exercise of the Tajikistan Red Crescent Society, conducted in the framework of an ECHO-funded disaster preparedness programme.

Shot on 23 September 2008 in the remote mountain area of Rasht valley, site of a strong earthquake on 22 July 2008, around 200 kms north-west of Dushanbe, capital of Tajikistan. Cameraman: Lev Konovalov.

When trained disaster response teams of Tajikistan Red Crescent volunteers and staff arrived on the site of an earthquake that measured 5.5 on the Richter scale in Rasht, eastern Tajikistan, only six hours after the disaster struck on 22 July last year, it was proof if needed that good, community-based disaster preparedness training helps save lives, reduce risk and promptly deliver vital assistance to survivors. The Red Crescent team was the first on the scene to provide first aid, assess needs and bring emergency relief to 720 of the most affected people.

Since the beginning of 2007, and with support from the European Commission humanitarian aid department (ECHO), the Red Crescent Societies in five Central Asian countries, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, have developed national and regional contingency plans and set up national disaster response teams to meet humanitarian needs more effectively in an extremely disaster-prone region.

The funding supports the training of national disaster preparedness teams in emergency response, first aid, relief coordination and needs assessments, the pre-positioning of stocks, as well as the setting up of telecommunications systems and logistics. Regular simulation exercises are also organized, to refresh peoples skills and knowledge about disaster preparedness, along with the distribution of information leaflets.

A disaster resistant Bay Area. Will you be ready when disaster strikes?

This documentary from the American Red Cross Society Bay Area Chapter along with the Alameda City Fire Department and Alameda Power and Telecom in California, USA, show how disaster preparedness can help to prepare for and reduce the effects of disasters. That is, to predict and where possible prevent disasters, mitigate their impact on vulnerable populations, and respond to and effectively cope with their consequences.

The Code of Conduct for The International Red Cross and Red Crescent Movement and NGOs in Disaster Relief, was developed and agreed upon by eight of the world’s largest disaster response agencies in the summer of 1994 and represents a huge leap forward in setting standards for disaster response. It is being used by the International Federation to monitor its own standards of relief delivery and to encourage other agencies to set similar standards.
