If you call national guard during a disaster what would be the plan action. Would you have implement an emerg?

Would you have implement an emergency evacuation of the city forcing people from their homes.

You would have to request National Guard assistance from the state governor.

Normally a city would first request assistance from neighboring communities under ‘mutual aid’ then request assistance from the state’s Office Of Emergency Services (or whatever they are called in your state).

And remember that you are not going to get an instant response from the National Guard. Those National Guardsmen are going to be at their civilian jobs at the time so it will take at least 12 hours for them to make it to their armories, pull out the equipment they need and then make the movement to your location

    YOU cannot call out the national guard, Only a state governor or the Prresident can.

    It may or may not result in an emergency evacuation depending on the Disaster.

    Evacuation of a major American city is impossible. That’s fairy tale stuff from the 1950s.

    America is ill-prepared to cope with a dire emergency. They can "respond" but their resources are pretty skin-deep.

    Either the governor of the state for a local emergency or the President (through Dept of Defense) would have to call up the National Guard. What they would do would depend on the emergency was, action to be taken and orders they have. It would not mean an immediate and total evacuation and might mean just the opposite; a curfew and everyone has to stay in their homes. Action taken by the National Guard in an emergency is what action is needed; the same as any other emergency support group or people.
