what are some things that can be done, both in the home and on a national level, that can mitigate the effects of an earthquake in a less developed country, such as india?
The reason for the huge casualty rates in such countries when an earthquake strikes are nonexistent building codes or building codes that are ignored.
I once traveled through a part of Montenegro where the houses are cavities dug into a hillside, with the roof made of flimsy timbers covered with large plates of slate. If you are in one of those during an earthquake, you are dead for sure.
The solution is unfortunately expensive and maybe not practical: Establish strict building codes, make sure they are followed, put the crooked building inspectors who allow people to circumvent them in prison, and as quickly as possible tear down or retrofit all the non-code structures.
