It depends on your government’s (both federal/national, state/provincial and local/county/city) arrangements. Often these arrangements can be found in disaster planning done by your city, state or country which may be available online or through your local library. Or you might be able to talk to a local emergency management expert, who are generally quite friendly (most local jurisdictions will have an individual responsible for preparing emergency plans and other emergency management tasks). Where local government has the responsibility for law enforcement they can usually be found in this department, otherwise they tend to be a senior engineer.

Typically communication facilities will include but aren’t limited to:

Ordinary telephones including dedicated lines.
Computers, email and the internet (including specialised software for dispatch and disaster management).
Radio including CB, VHF, UHF, encrypted radio etc. This is generally the most preferred method for communicating with first responders.
Satellite phones.

Most facilities will have multiple redundant communication systems with battery and generator backup in the event of power failure.

Me and my group members are trying to make a model of disaster MANAGEMENT without using Thermocol.
please can you give me some idea or tips or guidelines and can you give some websites of making science models. i am a student of Kendriya Vidyalaya Sambalpur studying in class VII-D.

you take and wooden box with small borders and create a clay (fine soil) model in that. You can treate entire mountanuous region in that you can add

* volcano (by painting the soil or putting some red sand lind of thing to indicate lava )

* land slides (both natural (due to heavy rains) and mad made – destruction trees and mountain cuttings due to roads )
* protecting tsunami through planting mangrove trees along the coast lines

All these can be made easily using soil, first moist it and make the soil intact / compact so that it does not break. from here onwards you can create mountains / roads or coastal lines to improve your model.
