Maine Senator Collins, the supposedly moderate Republican who demanded cuts in health care spending in exchange for her support of a watered-down version of the stimulus, fumed about the pandemic funding: "Does it belong in this bill? Should we have $870 million in this bill No, we should not."

What happens to a prison in a natural disaster?
So I was watching a show about packed prisons. A thought came to my mind, what happens when there is a natural disaster in a prison? Do all the cell blocks come unlocked? Is everyone free? What happens?
Our county jail is right on the river, whenever the river floods the prisoners are moved to the higher floors and if nessessary are bussed to neighboring counties for housing until the river goes down, however, I think if it was like an earthquake or something that can’t be prepared for it’d be every man for himself until they rounded everyone up
How can I create an emergency plan for a convention at a hotel with 500 people attending?
There will be 500 people attending, and there will be between 100/150 in seperate rooms. There will be gaurds and volnteers etc., I just need a plan to tell the volunteers.
What do I need to include? Fire escapes, blizzards, tornadoes, etc. A bit of detail or references would be appreciated.
First talk to th hotel staff as they should have a plan you can use.

Can a governor accept any volunteer into the state military reserve (SMR) for disaster response?
The President has power to call up and send the entire National Guard of the United States overseas instead of enforcing a military draft. This would leave states undefended and generally unable to respond effectively to disasters under FEMA’s comprehensive emergency managment (CEM) model.
By US law, SMR is not part of US Armed Forces.
There are aliens who did not enter the country legally but who are willing to defend their state of residence if allowed. Such aliens are not permitted to enlist or be commissioned in the US Armed Forces.
If governors can use persons not otherwise eligible for the armed forces as SMR volunteers, then the states are more able to implement CEM without needing federal crisis intervention, and many aliens serving in this way may be seen as worthy of normalized status/eventual citizenship, especially when most current citizens see wartime public service as too much of a hassle to be bothered with.
Alien SMR volunteers would also save tax dollars.
I believe it is up to each governor, depending upon state laws, but when I was in the Texas State Guard, you did need proof of residency. The State reserves are great tools to use for disaster response and recovery.
